BY THE GRACE OF ALMIGHTY GOD
MINISTER OF STATE APPARATUS EMPOWERMENT
AND BUREAUCRATIC REFORM OF THE REPUBLIC OF INDONESIA,
Considering: a. that in order to realize a civil servant with a work agreement who is clean, competent, and serving, every civil servant with an employment agreement must have technical competence, managerial competence, and socio-cultural competence in accordance with the demands
position and role as administrator of government and public servant;
b. that in order to guarantee the fulfillment of the competence of every Civil Servant with a Work Agreement, an assessment standard is set in the form of a Civil Servant Selection Threshold Value with a Work Agreement;
c. that based on the considerations referred to in letters a and b, it is necessary to stipulate a Decree of the Minister of Administrative Reform and Bureaucratic Reform concerning Competency Selection Threshold Values ​​for General Applicants in Procurement of Civil Servants with Work Agreements for Functional Teacher Positions in Regional Agencies in the 2022 Fiscal Year.

State Budget for 2022 (State Gazette of the Republic of Indonesia for 2021 Number 245, Supplement to State Gazette of the Republic of Indonesia Number 6735);

regarding the Procurement of Civil Servants with Work Agreements for Functional Teacher Positions
at Regional Agencies in 2022 (State Gazette of the Republic of Indonesia of 2022 Number 514).
DECIDE
To stipulate : THE DECREE OF THE MINISTER OF STATE APPARATUS AND RABOKRAT REGARDING COMPETENCE SELECTION LIMIT VALUE FOR GENERAL CUSTOMERS IN PROCUREMENT OF GOVERNMENT EMPLOYEES WITH WORK AGREEMENTS FOR TEACHER’S FUNCTIONAL POSITION IN REGIONAL INSTITUTIONS.
BUDGET 2022.
FIRST: Competency Selection for Procurement of Civil Servants with Work Agreements for Functional Positions for Teachers for the 2022 Fiscal Year for general applicants includes:
a. Technical Competency Selection;
b. Managerial Competency Selection;
c. Socio-Cultural Competency Selection; and
d. Interview.
SECOND: Competency Selection Material as referred to in the FIRST dictum includes:
a. Technical Competency Material aims to assess the mastery of knowledge, skills, and
attitude/behavior that can be observed, measured and developed specifically according to the field
technical work.
b. Managerial Competency material aims to assess the mastery of knowledge, skills, and
attitude/behavior within the organization that can be observed, measured, and developed related to:
1. integrity;
2. cooperation;
3. communication;
4. result orientation;
5. public services;
6. development of self and others;
7. managing change; and
8. decision making.
c. Socio-Cultural Competency Material aims to assess the mastery of knowledge, skills, and attitudes/behavior that can be observed, measured, and developed in relation to the experience of interacting with a pluralistic society in terms of religion, ethnicity and culture, behavior, nationalism, insight, ethics, values, morals, emotions and principles, which must be fulfilled by every position holder in order to obtain work results in accordance with their role, function and position, in the role of the position holder as the nation’s glue that has:
1. sensitivity to cultural differences;
